The capability judge a stage router falls through to.

§config: TaskClassifierConfig

Judge configuration. Its recent_turn_window counts trailing messages, while this router’s recent_window counts tool results. Note: classify_trigger and message_hash_fallback have no effect here. The judge runs as a cascade classifier on every ambiguous turn, not as a standalone algorithm, so no verdict is retained.
